Upcoming Traffic Changes Around the Administration Building

Upcoming Traffic Changes Around the Administration Building To support ongoing improvements to the Administration Building, several traffic flow and pedestrian access changes will occur over the coming weeks. Please review the details below so you can plan your arrival and departure accordingly. Phase 1: Bloomdale Road Entrance Closure (December 8, 2025 through January 16, 2026) The entrance from Bloomdale Road will be temporarily closed as we begin work to widen the ingress/egress in that area. A detailed traffic control plan is available in the attachment. Phase 2: Community Ave Exit Closure (January 26, 2026 through March 13, 2026) Once work on the Bloomdale entrance is complete, the exit onto Community Ave will close so crews can widen that entrance as well. A separate traffic control plan for this phase will be provided. Pedestrian Access Changes (January 26, 2026 through June 28, 2026) During construction on the Administration Building plaza, the north pedestrian entrance will be closed. Please refer to page 3 of the attached plan for more details on alternate access routes.

Collin County District Clerk to Host Passport Fair Nov. 8

The Collin County District Clerk's Office will host a Passport Fair on Saturday, Nov. 8, 2025, from 8 a.m. to noon at the Collin County Courthouse, 2100 Bloomdale Road in McKinney. The event is open to the public, and walk-ins are welcome. Passport photos will be available on-site for $16. The Passport Fair will accept only DS-11 applications, which include new passports, first-time applicants, minors, and adults with expired passports issued more than 15 years ago. DS-82 renewal applications cannot be processed. All applications must be completed in black ink. Applicants should bring: Proof of U.S. citizenship (such as a certified birth certificate or naturalization/citizenship certificate) A valid photo ID (driver's license, U.S. passport, or government/military ID) A second form of ID if the primary ID is from out of state or less than six months old For minors under 16, both parents must be present or provide notarized DS-3053/DS-5525 forms In addition, the Collin County Clerk's Office, located at 2300 Bloomdale Road, will be open during the event for those who need birth certificates or other vital records. Pursuant to Section 26.05(b)(2) of the Texas Property Tax Code, taxing units are required to post the following statement on the home page of any internet website that is operated by the taxing unit: COUNTY OF COLLIN ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 0.01 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $-0.94.
Virtual Open House hosted by Collin County Outer Loop - Southeast project

Collin County has scheduled a Virtual Open House and Opportunity to Comment for the Collin County Outer Loop - Southeast Project, inviting residents to review project materials and provide feedback. The project covers approximately 14 miles from County Road 656 in Farmersville to the Rockwall County line and seeks to address future mobility and connectivity needs. As a community within Collin County, we encourage participation from our residents. Public input is vital to shaping the preferred alignment and ensuring the project reflects community needs and interests. See the attached flyer for more details.
Hatchell Administration Building Parking Traffic Control Plan: Feb 18 to Mar 4

Due to water line tie-in construction work at the Collin County Administration Building, the following traffic control plan shall be in effect from Tuesday, February 18 through Tuesday, March 4 (weather permitting): The Bloomdale Rd access to the administration building parking lots will be BOTH ingress/egress. The Community Ave access to the administration building will be ingress only:
